[Hosting] Allow reseller without stripe and with manual/offline payment

Hey! I am based in Guatemala, and unfortunately Stripe does not work here.

I am interested in reselling hosting, but I am unable to set it up since I cant create a stripe account.

It would be great if the reseller account allows to bo created without a stripe account, with manual or offline payments only.

I hope this is possible.
