I want to suggest to create a setup wizard that asks if you plan on using GTM (Google Tag Manager) or GA (Google Analytics) and explains the reason.
Also, if the plugin could recognize if you are using them both at the same time and stop you or alert you, since the GA and GTM activated together could compromise the way the information is gathered in GA.
