Can not set Defender Two Factor Auth for specific User Roles

I am having trouble with Defender Pro. I am trying to setup 2FA, but it will not let me control which user roles gets it. When I try to toggle the switch for User Roles in
Defender Pro > Advanced Tools > Two Factor Authentication it changes for all the user roles. It is on for all or none.
