[Hosting] Choice to exclude uploads directory when copying staging to production

For our larger sites we always perform plugin and theme updates on a staging site and test before moving the files to production. Most tools for this process exclude the uploads directory to avoid causing issues where media uploaded since the prod->staging copy is lost. Having an option to exclude the uploads directory (or excluding by default) would resolve this problem and make this process a lot easier.
