Language option doesn't appear in settings

I uploaded the file to my ftp server as asked in your instruction (see attached image). Then, when I go to settings, I do not see the option for a different language. Thanks for your help.

    Hi,

    Languages setting only appears in WP Settings if it is a Multisite installation.

    If it is a solo site you need to modify WP_LANG setting in wp-config.php, e.g for French:

    define('WPLANG', 'fr_FR');

    Please note that, plugin languages are not selectable other than the selected WordPress language. In other words, a non-English plugin language file is only effective if WP_LANG is set to that language.

    This is not about the plugin, but about how WordPress works.
