[Other] Only submit report when have problems

Hello,

The SEO Sitemap Crawl Report, as well as other reports, are very useful, but only when there is an issue. So, just like the report for SEO Performance, can we have an option on this report, as well as for all other reports, to only send the notification when there is an issue?
