I installed JetPack on network (not network activated) and then activate it on site A only. Install WP Smush Pro on network (not network activated), navigate to the plugins page for site A, click the link to Activate.
I am then land on the plugins page for site B with JetPack and WP Smush Pro activated.
Really weird.
Other info:
All plugins and WordPress up to date. The to sites in question are the last 2 of 12 on the network.
