tagline entry compulsory

Hi Folks

Is there a plugin for WPMU that does not allow the tagline field to be blank. The user must enter some text otherwise the default tagline will auto populate.

I have some users who delete all text from this field and then it throws the listing on my home page out of kilter. (myblogger.co.za)
