[The Hub] Notification when site is disconnected from the Hub for an extended period

A recent issue as well as past issues has sparked my feature request.

The recent issue was related to the dashboard plugin being removed from the site by a developer as a new site was built and I was not aware. The dashboard plugin was not put back.

I only noticed this when I visited the Hub and wanted to process updates. As the site was disconnected, the updates failed.

My feature request is to receive a notification when the site is disconnected after an extended time. I suggest 24 hours. This should also be highlighted in the Hub.

I do understand there could be a number of reasons why the site would be disconnected from the Hub. I also understand it would be pointless to have to send notifications every time there is a disconnection.

All I am suggesting is that it will be helpful to be notified if the site was disconnected for an extended period, irregardless of the reason. This is helpful for site managers to check for potential issues or just be aware the site is disconnected and needs to be reconnected for WPMUDEV services to run.
