[The Hub] Prevent dev/staging sites from connecting automatically

We have our devs creating and recreating sites pretty often.
This will let the sites automatically connect to the HUB, but I’d much rather have it be an opt-in process, where we have to approve a site being added to Hub if the domain changes.
It would just be ideal to have a setting in the hub where you could say yes/no to automatically adding sites to the hub.
